We must consider carefully whether there is a need to develop the property at all, rather than just assuming that we will build we can. Furthermore, when deciding what we might do with the property, we must consider the impact on the neighbors, the impact on the roads and traffic, and the need to abide by the letter and spirit of the Montecito Community Plan.
